LICENSING COMMITTEE DECISIONS

The following is a summary of decisions that were made by the Licensing Committee at their meeting held earlier today:-

1.   The Committee: -
1.1  agreed to grant, subject to a satisfactory medical examination and an undertaking to arrive in Hong Kong by no later than Sunday, 23 August 2015, a full season Club Jockey’s licence to each of the following jockeys for the 2015/2016 racing season:-

• Neil Callan
• Richard Fourie
• Joao Moreira
• Brett Prebble
• Zac Purton
• Nash Rawiller
• Karis Teetan
• Douglas Whyte

1.2  agreed to grant, subject to a satisfactory medical examination and an undertaking to arrive in Hong Kong by no later than Sunday, 23 August 2015, a half season Club Jockey’s licence to Chad Schofield for the period 13 July 2015 until 1 February 2016, both dates inclusive.

1.3  The Club wishes to advise that currently licensed Club Jockeys Olivier Doleuze and Gerald Mosse withdrew their applications for a further licence for the following reasons:-

    
O Doleuze
Jockey Doleuze informed the Committee that he has been under specialist medical treatment regarding an ongoing issue with his right shoulder and had decided that after the conclusion of the current racing season he will take an extended break from riding in an endeavour to rectify the problem in order to hopefully prolonging his riding career.

G Mosse
Jockey Mosse informed the Committee that he had decided to return to Europe at the conclusion of the current racing season to continue his riding career and with a longer term view to the next stage of his career in racing, potentially as a trainer.

2.   The Committee:-
2.1  agreed to grant, subject to a satisfactory medical examination, a Freelance Jockey’s licence for the 2015/2016 racing season to each of the following applicants:-

• Matthew Chadwick
• Howard Y T Cheng
• Vincent C Y Ho
• Alex H W Lai
• Eddy W M Lai
• Derek K C Leung
• Ben T H So
• Keith M L Yeung

2.2  agreed to grant, subject to a satisfactory medical examination, a Freelance Jockey’s licence for the 2015/2016 racing season to currently licensed Apprentice Jockey Alvin K C Ng.

2.3  directed Management to inform Freelance Jockey Howard Y T Cheng that the Committee has noted the number of occasions that he has now been found to be in breach of Rule of Racing 99(2) and (5) and that should he be found guilty of a further offence under that Rule of Racing he may be required to “show cause” why any further application for a Freelance Jockey’s licence ought be granted.

3.   The Committee agreed to grant, subject to a satisfactory medical examination, an Apprentice Jockey’s licence for the 2015/2016 racing season to Jack H N WONG (allocated trainer: Me Y S Tsui).

4.   The Committee agreed to direct Jacky C K Tong to appear before them to “show cause” why his application for a Freelance Jockey’s licence for the 2015/2016 racing season ought to be granted.

5.   The Committee agreed to direct currently licensed Apprentice Jockey Dicky C Y Lui to appear before them to "show cause" why his application for a further Apprentice Jockey's licence for the 2015/2016 racing season ought to be granted.

After having reviewed this matter, and in particular Apprentice Lui's record in respect of breaching the careless riding Rule of Racing during the current racing season, the Committee also decided to require Apprentice Lui to appear before them to "show cause" why his Apprentice Jockey's Licence for the current 2014/2015 racing season should continue.  

Accordingly, the Committee directed the Stipendiary Stewards to order down Apprentice Lui from riding in races and in barrier trials with immediate effect until a "show cause" hearing can be conducted. As such, the Stipendiary Stewards, acting under the powers provided under Rule 12 (15), have informed Apprentice Lui and his allocated Trainer Mr Ricky P F Yiu, that Apprentice Lui is not eligible to be declared for race riding engagements or for barrier trials until further notice.

Apprentice Lui is currently suspended from riding in races until 22 June 2015 on which day he was previously permitted to resume riding.  This suspension was incurred at the Sha Tin racemeeting conducted on Sunday, 24 May 2015 following his ride on Malayan Pearl.

The aforementioned "show cause" hearing to decide on whether both Apprentice Lui's current licence should continue and whether his application for a further Apprentice Jockeys licence for the 2015/2016 racing season ought to be granted will be conducted at the earliest available opportunity. A further release will be issued at the appropriate time.

It is intended for this hearing to be conducted on the same date as Jockey Tong’s “show cause” hearing. 

6.   The Committee:-
6.1  agreed to grant a Trainer's licence for the 2015/2016 racing season to each of the applicants listed below, subject to a satisfactory medical examination being undertaken and the signing of an agreement with the Club:-

6.2  directed Management to inform Trainer John Moore that he remains eligible to be considered for a Trainer’s licence until the 2019/2020 racing season, inclusive, provided he continues to meet the Criteria set down by the Club.

6.3       approved that at the conclusion of the current 2014/2015 racing season, should Trainer Gary T K Ng, Andreas Schutz and Sean Woods fail to meet the requirements of the Trainer’s Performance Criteria, they be asked to provide the Committee with a written explanation in respect of their stable’s performance.

7.   The Committee:-
7.1  agreed to grant an Assistant Trainer's licence for the 2015/2016 racing season to each of the currently licensed Assistant Trainers listed below:-

7.2  agreed to promote Jones P C Ma to the position of Assistant Trainer from Head Lad for the 2015/2016 racing season, allocated to Trainer Richard Gibson.

7.3  agreed to promote Vincent S K Sit to the position of Assistant Trainer from Senior Work Rider for the 2015/2016 racing season, allocated to Trainer Sean Woods.

7.4  agreed to grant an Assistant Trainer II licence to Talley C C Chan for the 2015/2016 racing season, allocated to Trainer Francis Lui, and directed Management to advise Mr Chan in writing that a further Assistant Trainer II licence will not be granted beyond the expiration of his licence for the 2015/2016 racing season.

7.5  agreed to grant an Assistant Trainer II licence to Wilson Chan for the 2015/2016 racing season, allocated to Trainer Dennis Yip, and directed Management to advise Mr Chan in writing that a further Assistant Trainer II licence will not be granted beyond the expiration of his licence for the 2015/2016 racing season.
