LICENSING COMMITTEE DECISIONS

The following is a summary of decisions that were made by the Licensing Committee at their meeting held this morning:

  1. The Committee called upon Dicky LUI Cheuk Yin to show cause why his current Apprentice Jockey’s licence should continue until the conclusion of the 2014/2015 racing season; and his application for an Apprentice Jockey’s licence for the 2015/2016 racing season ought to be granted.  Consideration was given to verbal and written submissions tendered by and on behalf of Dicky Lui together with his race riding record, disciplinary record and other relevant documentation.  The Committee deliberated on this matter and having taken full account of all the evidence and submissions before them, decided that he had failed to show cause.  Accordingly, Dicky Lui’s current Apprentice Jockey’s licence was withdrawn with immediate effect and his application for further Apprentice Jockey’s licence for the 2015/2016 racing season was refused.  Dicky Lui was advised of his right of appeal to the Stewards of the Jockey Club against the decision of the Licensing Committee.

  2. The Committee also called upon Jacky TONG Chi Kit to show cause why his application for a Freelance Jockey’s licence for the 2015/2016 racing season ought to be granted.  Consideration was given to verbal and written submissions tendered by Jacky Tong together with his race riding record, disciplinary record and other relevant documentation.  Having deliberated on this matter and taken full account of all the evidence and submissions before them, the Committee decided that Jockey Tong had shown cause and accordingly he was granted a Freelance Jockey’s licence for the 2015/2016 racing season.  Jacky Tong was advised however that his riding performance would be closely monitored during the course of the impending racing season to ensure that undertakings he provided to the Committee are fulfilled.

  3. The Committee approved an application submitted by Trainer Manfred K L Man to retain Gerald Mosse as his Stable Jockey for the period 24 August 2015 until 24 December 2015, both dates inclusive.

  4. The Committee agreed to grant, subject to a satisfactory stable retainer agreement and medical examination, a Stable Retained Jockey’s licence to Gerald Mosse for the period 24 August 2015 until 24 December 2015, both dates inclusive.

  5. The Committee agreed to grant, subject to a satisfactory medical examination, an Apprentice Jockey’s licence to ride in races in Hong Kong to Kei CHIONG Ka Kei (Photo 1) for the 2015/2016 racing season, allocated to Trainer Francis K W Lui provided that she is not permitted to ride in any race at Happy Valley Racecourse until permission is granted by Management.  Attached is Apprentice Chiong’s profile.

  6. The Committee agreed to grant an Assistant Trainer II licence to Eric L Y Lin for the 2015/2016 racing season, allocated to Trainer David Hall and directed Management to advise Mr Lin in writing that a further Assistant Trainer II licence will not be granted beyond the expiration of his licence for the 2015/2016 racing season.
